The NCAA enacted a new rule that prohibits schools from blocking student-athletes from transferring to other programs.

Per NCAA's Michelle Hosick, the Division 1 Council created a new "notification-of-transfer" model that will require schools to enter a student's name into a national transfer database. Once the student's name is in, other coaches and programs can freely contact the individual.

Additionally, the proposal added tampering with a current college athlete at another school to the list of potential Level 2 violations, it'll be considered a significant breach of conduct.

The rule change will go live on October 15.

DI Transfer Working Group

The Division I Transfer Working Group made changes that prevent schools and coaches from blocking athlete transfers, create a database where athletes can enter their names to let other schools know they want to transfer, and create stricter penalties for coaches caught tampering with an athlete enrolled at another school.
